On November 1, 2025, an act of violence was committed against a social worker in the administrative building of the neighborhood citizens' assembly in Andijan city. The victim, M.D., born in 1988, has a higher education, is a mother of four children, and since June 2024 had been working as a social worker at the "Inson" Integrated Social Services Center.
The incident was caused by the fact that a one-time electricity compensation of 1 million soums, allocated to neighborhood residents, was credited to their bank card and automatically withdrawn by the bank to cover existing debts. The individuals involved in the incident were Y.G., born in 1985,
and Y.D., born in 1991.
During the altercation, one of them injured the social worker's face and hand with a ceramic teapot they were holding. M.D.
called the emergency services (102), and a preliminary investigation into the incident is currently underway. A forensic medical examination has been appointed to determine the extent of the victim’s injuries.
It should be noted that if there is existing debt on a bank card, social assistance funds may be automatically withdrawn. In such cases, citizens should contact the bank or relevant authorities to resolve the matter legally.
