Revolution in Higher Education: Four-stage contract and material assistance

The Ministry of Justice of the Republic of Uzbekistan officially formalized the changes introduced to the regulation on the paid contract system and the procedure for distributing funds received from it in Higher Educational Institutions. The new rules offer a range of conveniences for students and their parents and define strategic changes aimed at improving the quality of education.

Four-stage payment: Additional guarantee

According to the updated procedure, payment for contract-based study in HEIs is set to be implemented in convenient four stages:

  • 1st stage (at least 25%): By September 15 for entrants, by October 1 for upper-year students (or until the additional deadline set by the HEI Rector);

  • 2nd stage (50%): By January 1;

  • 3rd stage (75%): By March 1;

  • 4th stage (100%): By May 1 (or until the deadline extended by the Rector).

At the same time, the State Commission also gained the right to extend the deadlines for this payment, which creates an ** additional guarantee** for students.

Support for students and staff potential

As another important change, funds received from the contract can now be directed towards the qualification improvement and obtaining experience abroad (internship) of promising young teachers and scientific personnel. This is considered a direct investment aimed at improving the quality of education in the country.

Also, within the framework of social protection, Higher Educational Institutions gained the opportunity to provide material assistance to their students up to 6 times the minimum amount of remuneration (MMR) per year. This means significant social support for students and creates a strong foundation for them to continue their studies.
