A significant personnel change has been made in Tashkent’s governance system. According to the city administration, two new deputies have been appointed to the city mayor. This decision is notable for its aim of further systematic development of the city and accelerating reforms.
In particular, Dauletiyar Xudaybergenov has been appointed First Deputy Mayor of Tashkent for financial and economic matters and poverty reduction. He will also head the city’s main department of economy and finance.
Born in Nukus in 1990, Xudaybergenov is a specialist with deep knowledge in the legal field. He studied at the Tashkent State Law Institute and later improved his qualifications in international economics. He also completed a master’s degree in banking and finance.
Throughout his career, he worked in the Presidential Administration and took part in important projects in such areas as cooperation with international financial institutions, the introduction of market mechanisms, boosting export potential and regional development.
At the same time, Alisher Dusmuhamedov has been appointed Deputy Mayor of Tashkent for information technologies — head of the Digital Development Department.
Born in Tashkent in 1981, Dusmuhamedov has a solid background in information technologies and economics. He studied at several prestigious higher education institutions and in recent years has held responsible positions in the state system in IT and cybersecurity.
In particular, since 2023 he had headed efforts at the Customs Committee in the field of information and communication technologies and cybersecurity.
In short, new forces have entered the capital's administration. On one side, economic reforms; on the other, digital transformation — meaning Tashkent has switched on “boost mode.”
