
The Football Association of Uzbekistan thoroughly analyzed the state of fulfillment of financial obligations by clubs. An investigation into the implementation of decisions previously made by the Association's Committee on the Status and Transfer of Football Players revealed serious shortcomings in several clubs, according to ufa.uz.
It was reported that the football clubs "Navbahor lochinlari," "Neftchi," "Andijan," "Khorezm," "Bukhara," "Kumkurgan-1977" and "TerDU" did not fully fulfill their financial obligations. Despite the expiration of the term granted to them, the debts have been partially repaid or not repaid at all.
In particular, the "Navbahor lochinlari" team has not yet fully repaid its debt to a number of players - Jamshid Iskanderov, Ibrahim Yuldashev, Diyorjon Turopov, Odil Khamrobekov, Abror Ismailov, Shahzodbek Ubaydullayev, and coach Mukhiddin Ortikov. A similar situation with "Neftchi": obligations to Azizbek Amonov, Manuchehr Safarov, and Shokhrukh Gadoev were not fulfilled.
"Andijan" club has delayed training compensation and transfer payments for "Pakhtakor" and "Bunyodkor." At the same time, it became known that "Khorezm" and "Bukhara" have not yet fully paid their financial debts to "Pakhtakor." Kumkurgan-1977 player Orzu Razzakov and TerDU club have not fulfilled their obligations to Sarvar Husanov and Farrukh Khaydarov.
According to the association, due to the untimely settlement of debts, Navbahor Lochinlari and Neftchi were banned from registering new players at the national and international levels during the winter transfer window of the 2025 season. Subsequently, after the submission of letters of guarantee by the khokimiyats of Namangan and Fergana regions, the ban was temporarily lifted, but within the established period, the clubs did not fully cover their debts.
The Football Association noted that although fines and disciplinary measures were previously taken against these clubs, the result was not as expected. The debts still remain, and the recurrence of this situation falls under the aggravating article of the regulations.
According to Article 12bis of the Regulations on Player Status and Transfer, each club is obligated to fulfill its financial obligations to players and other clubs in a timely manner. Repeated violations of financial discipline are considered an aggravating circumstance, and even stricter measures may be taken.
Therefore, on November 3, 2025, the relevant committee of the Football Association of Uzbekistan will consider the issue of taking new disciplinary measures against these clubs.
The issue of depriving "Navbahor Lochinlari" and "Neftchi" clubs of 3 points and banning the registration of new players in the winter transfer window may be considered. Similar restrictions are expected to be imposed on the clubs "Andijan," "Khorezm," "Bukhara," and "TerDU," and "Kumkurgan-1977" will be completely excluded from the competition.
Officials emphasized that these decisions are aimed at encouraging financial discipline among clubs and ensuring an equal competitive environment in the national championship. Fans are closely monitoring this process - because now every point, every decision has become crucial for the championship's fate.
