Will legal entities now be officially allowed drones?

From 2026, Uzbekistan is expected to transition to a much more "open" mode of working with drones for enterprises. Within the framework of the presidential decree adopted under the state program 2026, the procedure for using unmanned aerial vehicles in civil aviation will be liberalized.

The biggest change is the granting of the right to legal entities to import, manufacture, and use drones. Drones, spare parts, sales and service will also be systematically organized, but everything will be based on licenses and certificates - that is, not on the principle of "I brought it, I launched it."

The security aspect will also not be forgotten: the country's airspace is planned to be divided into "green," "yellow," and "red" zones, with a clear definition of where and under what conditions it is possible to launch. A unified automated digital infrastructure for monitoring and controlling flights will also be implemented.

At the same time, mechanisms for training and issuing special certificates/licenses for drone operators will be established. The Ministries of Defense, Transport, and Digital Technologies, as well as the Agency for Strategic Development and Reforms, have been tasked with developing a draft document in this area by June 2026.
