What is the procedure for obtaining a license to open a private clinic?
The press service of the Ministry of Health received an answer to this question from the Director of the Center for Licensing and Accreditation of Medical Organizations, Jaloliddin Asamutdinov.

— The direction of licensing medical activities in our country is regulated by a number of legal, regulatory and legal documents, — he says.

— In recent years, due to the digitization of the sector, various hassles and bureaucratic obstacles in obtaining a license have been eliminated. As a result, many conveniences have been created for the population.

Currently, there are simplified requirements and criteria for obtaining a license for non-state medical institutions, which are implemented in several stages.

According to it, first, the applicant or a person authorized to act on his behalf registers with his electronic digital signature (EDI) (the applicant can also use the Mobile-ID system instead of EDI for individuals) through the “License” information system (license.gov.uz) or the Unified Interactive Public Services Portal (my.gov.uz).

Then, he fills out an application in electronic form, indicating the type of activity to be licensed, including each sub-type.

The following information must be indicated in the application:
  • reason for filling out the application (obtaining a new license, re-issuance, extension of its term, change);
  • name of the legal entity, organizational and legal form, its mailing address, place of activity, name of the banking institution and bank account, telephone number, VAT number, e-mail address (if any);
  • information about the address of medical activity (cadastre, lease agreement);
  • medical specialties and (or) types of medical services (medical procedures and (or) medical methods) in which the selected medical activity is performed;
  • forms of medical care provision (outpatient, inpatient);
  • information about medical personnel (passport data, document on graduation from educational institutions, information on registration in the "Unified National Labor System" (UNLS);
  • the applicant's consent to comply with the requirements and conditions of the license;
  • the decision to issue or refuse to issue a license is made within 30 days.

A license is denied in several cases. In particular:
  • incomplete submission of the necessary documents;
  • non-compliance of the applicant with the requirements and conditions of the license;
  • containment of false or incorrect information in the submitted documents;
  • A substantiated negative conclusion based on the results of the required studies, research, inspections or other scientific and technical assessments shall be sufficient to refuse to issue a license.
