Uzbekistan adopts new land use law
A new land law signed by President Shavkat Mirziyoyev on May 5, 2025, has come into effect in Uzbekistan, upl.uz reported.

The law aims to improve land use procedures and strengthen oversight. It defines permissible land use types, introduces new fines for violations, and eases penalties for some real estate registration delays.

A key change is the introduction of “permitted types of land use.” Each plot must now list three categories: primary, conditionally permitted, and auxiliary.

. Primary — the main purpose (e.g., residential use)
. Conditionally permitted — requires approval from local construction and utility authorities
. Auxiliary — supports the main activity

The Cabinet of Ministers will approve the land use classifier, forming the legal basis for land designation.

The law allows engineering infrastructure (e.g., pipelines, power lines) on any land via servitude, and permits landscaping and geological work.

Penalties for misuse include:
. Citizens — 7–10 BRV (2,265,000–3,750,000 soums)
. Officials — 15–20 BRV (5,625,000–7,500,000 soums)

The fine for late registration of housing is reduced from 10 to 5 BRV — now 1,875,000 soums.

Failing to provide cadastral data is now a separate offense:
. First violation — 5 BRV
. Repeated — 10 BRV (3,750,000 soums)

The law also penalizes illegal transfers of land in park zones to protect green areas.

Agricultural lands make up over 40% of Uzbekistan’s total territory, making land management crucial to the economy.
