A new Presidential Decree has been adopted
Poor families are divided into categories. The Presidential Decree “On Further Improving the System of State Social Support for Poor Families” (No. PF-84, 08.05.2025) was adopted.

According to the Decree, from May 15, 2025, families included in the Register of Poor Families and at risk of being included in this register will be divided into “red”, “yellow” and “green” categories, and social support measures will be provided depending on their category.

The “red” category includes families whose average monthly income per family member is less than the minimum consumption costs and who meet one of the following criteria:

- at least 1 of the members is unable to work due to health conditions;
- has a member in need of care, including a child with a disability;
- consisting of a single person living alone or a single elderly or disabled person in need of care;
- a family that has lost its breadwinner or whose breadwinner is in a penal institution;

The “yellow” category includes families whose average monthly income per family member is less than the minimum consumption costs and whose members are able to work due to their health.

The “green” category includes families whose average monthly income per family member is from 1 to 1.5 times the minimum consumption costs and who meet one of the following criteria:

- the family has been removed from the “red” or “yellow” category;
- the family has a high probability of being included in the Register of Poor Families.
