Tashkent residence registration is being abolished
Starting from October 12, 2025, the special procedure for permanent residence registration in Tashkent city and Tashkent region will be abolished. A unified notification-based registration system for residence and temporary stay will be introduced throughout the Republic of Uzbekistan.

According to the Law "On the Registration of Citizens of the Republic of Uzbekistan, Foreign Citizens, and Stateless Persons at the Place of Residence and Place of Stay," signed by the President on July 10, 2025, the residence permit system is being fundamentally changed. This law comes into force on October 12, 2025.

Thus, from October 12, 2025, the law “On Categories of Citizens Required to Register for Permanent Residence in the City of Tashkent and Tashkent Region” will be repealed. That law previously listed 12 categories of citizens allowed to reside permanently in the capital and region.

Under the new law, registration at the place of residence or stay changes from a “permit-based” to a “notification-based” system. This reform expands citizens’ rights to move freely across the country and removes excessive bureaucratic barriers.

According to the law, a citizen must register at their new address, and responsibility for this lies with both the citizen and the property owner.

Registration terms and procedures:

Citizens of Uzbekistan, as well as foreign citizens and stateless persons permanently residing in Uzbekistan, must register within 10 working days from the day they arrive at a new place of residence or stay.

Uzbek citizens permanently residing abroad must register within 10 working days from entering Uzbekistan.

Foreign citizens and stateless persons not permanently residing in Uzbekistan must register within 3 working days of entering the country (unless otherwise specified by international agreements).

The registration process can be completed through migration and citizenship offices, public service centers, or online via the Unified Interactive Public Services Portal (my.gov.uz).

Registration of children: When registering a child at the address of one or both parents, the consent of the property owner is not required.

Tenants: If registered based on a lease agreement filed with the tax authorities, the property owner's consent is not required.

Lack of registration at a residence does not prevent registration at a place of stay.

Application review period – registration applications must be reviewed within 1 working day.

If a person continues to live at the address after the registration period has expired, they must re-register within 10 working days.

During registration, the legally defined housing space norm is taken into account. This is intended to prevent overcrowded registrations at a single address.
