Uzbekistan will establish a large-scale system of care and assistance for Palestinian citizens who have arrived in the country. The measures in this regard are defined in the Decree of President Shavkat Mirziyoyev dated August 14, “On measures to establish a system of providing state care and assistance based on the principles of compassion and humanity to a group of Palestinian citizens in Uzbekistan.”
Broad access to preschool and school education
According to the Decree, the Ministry of Preschool and School Education will place Palestinian children in state preschool educational institutions and schools at their place of residence. To ensure their quicker adaptation and integration into the educational process, deputy directors of these institutions will be assigned to them. In addition, together with the Ministry of Higher Education, Science and Innovation, a system of constant monitoring will be organized to ensure the children’s adaptation and comprehensive development.
One of the key points is that Palestinian children will be fully exempt from parental fees for state preschool educational institutions until January 1, 2028. They will be admitted without being placed in a waiting list, based on a request from the “Inson” social service centers.
Additional education at the state’s expense
Within the framework of Presidential Resolution No. PQ–12 of January 17, 2025, Palestinian students will have the opportunity to receive additional education in state general education institutions. These include vocational training, information technology, and preparation for higher education institutions. All costs will be covered 100% by the State budget.
Simplified recognition of diplomas
The Ministry of Higher Education, Science and Innovation will, within two months, recognize documents of Palestinians on general secondary specialized, vocational, higher education, as well as retraining and advanced training obtained abroad, without test exams and without fees. This will allow them to continue their professional and scientific activities in Uzbekistan quickly and without obstacles.
Guarantee of free medical care
The Ministry of Health will register Palestinian citizens at their place of residence in family doctor stations, polyclinics, and multidisciplinary central polyclinics. They will have the right to receive medical care in the category of persons from low-income families, and referrals will be issued at the expense of the State budget.
This Decree once again demonstrated Uzbekistan’s humane policy and traditions of compassion, opening new opportunities for Palestinians.
