Labour inspectors can now conduct inspections without prior notice

From September 1, 2025, changes will be made to the labour control mechanism in Uzbekistan. This is stipulated in the president’s decree of August 4, “On additional measures to improve the system of labour relations and vocational training, as well as to encourage employers.”

In particular, the obligation to notify competent authorities in advance about inspections carried out by state labour inspectors is abolished.

Additionally, for entrepreneurs, the 10-day warning requirement to start inspections by the Labour Inspectorate based on the risk analysis system will not be applied.

Starting from January 1, 2026, administrative fines can be sent through the Unified National Labour System without the participation of the employer, and later — by issuing electronic administrative decisions.

According to the decree, employers who allow informal employment are subject to administrative liability of 30 BHM (12.36 million soums), and in case of repeated violations — 100 BHM (41.2 million soums). The Ministry of Employment, Ministry of Justice, and Chamber of Commerce and Industry have been instructed to submit to the Cabinet of Ministers by August a draft law on the implementation of this penalty.
