QR-Code Passport Implementation Begins at Construction Sites in Uzbekistan

The new procedure will officially take effect on September 1, 2025, and will apply to all areas of construction activity. This change represents an important step aimed at ensuring openness and transparency in construction according to modern standards.

On August 26, the Ministry of Justice registered in the state registry the regulation “On the Procedure for Installing QR-Code (Matrix Barcode) Passports at Construction Sites” (registration number: 3672). According to the new procedure, starting September 1, 2025, QR-code passports will be mandatory at all construction sites across Uzbekistan. This measure ensures enhanced transparency in construction activities and effective public oversight, it was reported.

Passports are placed by the customer at the entrance of the site or in a location clearly visible to everyone on the day the object is registered by the territorial inspection. They must remain installed until the site is officially handed over, allowing the public to continuously monitor the information.

Construction passports are made from high-quality material resistant to moisture, strong wind, and other external influences. Their size is 2400x1200 millimeters, and they must be installed at a height of at least 1 meter from the ground level, ensuring visibility from any point.

After the object is registered by the territorial inspection, initial data about the object is uploaded to the “Transparent Construction” information system, and a QR code is automatically generated for them. This system is designed to make construction processes fully open and transparent, providing public representatives and citizens the opportunity to monitor construction activity.

With the introduction of the new procedure, the use of modern technologies, increased transparency, and mechanisms that make all processes open will become mandatory for all construction sites. This creates an updated, convenient, and safe environment for all stakeholders.
