New differentiated payment-contract procedures for admission to bachelor's programs have been introduced
For the 2025/2026 academic year, the Ministry of Higher Education has established differentiated tuition fees based on new regulations. This decision will be implemented during the admission process for applicants who, according to the state commission's report, scored 56.7 points or higher on entrance exams but were not recommended for admission.
The amount of the differentiated payment contract is determined independently by the rectors (directors). The minimum amount of the tuition contract is based on the specific procedure for determining it for each bachelor's degree program and form of education in universities and higher educational institutions.
Differentiated tuition fees for applicants who have not reached the admission threshold of up to 4.05 points are established in accordance with the Resolution of the Cabinet of Ministers No. 578 dated September 13, 2025, and for applicants who have not reached more than 4.05 points, the amount of the differentiated tuition fee is determined by the rectors of higher educational institutions in the amount of not less than 3.0 times the basic tuition fee.
By September 25, 2025, all higher educational institutions will approve and publish on their official websites the minimum amounts of differentiated tuition fees for bachelor's degree programs and forms of study for the 2025/2026 academic year.
Also, applicants will be given the opportunity to pay 50% of the annual tuition fee until October 31, 2025, which will help them reduce the financial burden on their studies.
Applicants who have participated in the competition based on the results of the entrance exams for bachelor's degree programs and are recommended for admission to one of the second or fifth bachelor's degree programs on the basis of a state grant or a paid contract will be allowed to study on a differentiated paid contract basis at their own request.
This new system is aimed at creating additional opportunities for applicants, further expanding their choice in education, and meeting all the requirements for financing education.
