At the regular meeting of the Legislative Chamber, the draft law "On Roads" was considered in the second reading. At the meeting, important changes in the draft law and new mechanisms in the field of road infrastructure were discussed.
The draft law provides for the introduction of a "road planning" mechanism and the development of road infrastructure in accordance with the growing needs of the population and the economy. At the same time, strict requirements are being established to take into account public opinion and the impact on the environment when designing roads, as well as to create a barrier-free environment for pedestrians. This is an important step for the public and establishes road procedures that are aligned with human rights.
The project also includes the condition of covering the costs of restoring the previous condition of roads during the construction of communication networks. Currently, the procedure for the use of large-capacity and heavy-duty vehicles on roads is also changing. This is important for ensuring more precise safety requirements and guaranteeing the long-term operation of roads.
In addition, the project defines requirements for the placement of service facilities in roadside areas. This will serve to ensure the compatibility of the use of roads and the infrastructure around them.
This draft law also creates the legal basis for the creation of a network of toll roads. It is proposed to allow the construction of toll roads only if there is an alternative free road. This system, in turn, creates new opportunities and choices for road users.
At the same time, it is envisaged that the amount of payment for travel on toll roads should be economically justified, taking into account the satisfaction of the socio-economic needs of road users.
At the meeting, it was especially noted that during the preparation of the draft law for the second reading, the opinions and proposals expressed by the deputies were taken into account, and the text of the document was improved. The norms defined in the draft include the legal framework created to improve road quality, maintain the existing road network in good working order for a long time, and create a network of toll roads.
The bill was sent to the Senate and adopted as part of the government's new strategy aimed at developing road infrastructure.
