At the regular meeting of the Legislative Chamber of the Oliy Majlis, the draft law "On Protection of the Population from the Harmful Effects of Noise" was considered in the second reading. The new bill includes important changes aimed at preserving the peace of the population, as well as protecting it from noise and similar influences.
According to the project, the time when it is impossible to disturb the peace of the population is being extended from 7 to 8 hours (23:00 - 07:00). On holidays, it is proposed to extend this timeframe from 22:00 to 09:00. These changes, in turn, are aimed at protecting the right of citizens to normal rest and reducing the harmful effects of noise on them.
In cases where the permissible noise level exceeds the established norm, administrative liability measures are strengthened as a result of the harmful impact of noise. With the application of appropriate liability measures, strict measures are taken to manage and reduce noise. In addition, the suspension of noise-generating facilities and the recovery of compensation for damage caused by the harmful effects of noise will be strengthened.
Another important change in the draft law is the prevention of excessive noise in apartment buildings. Construction and repair work will be carried out only on weekdays, that is, from 09:00 to 18:00. This decision will help the population maintain calm and not suffer from noisy work.
Currently, responsibility for driving vehicles with an excessive noise level should be strengthened. This, in turn, is defined as one of the important standards that must be taken into account when driving vehicles.
The draft law provides for new measures to prevent an increase in noise levels, as well as to improve and clarify the working environment. The updated norms and laws are aimed at creating a comfortable, safe, and peaceful environment for the population.
