On October 16-17, 2025, the 57th meeting of the Council of Heads of Security Agencies and Special Services of the CIS Member States began its work in Samarkand. This year's event was organized by the State Security Service of the Republic of Uzbekistan.
At the beginning of the conference, the congratulatory speech of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the participants of the meeting was read out.
It was noted that the annual meetings of this Council have created a solid foundation for cooperation and exchange of experience in combating terrorism, extremism, drug trafficking, organized crime, and other modern threats.
The Head of our state drew special attention to a number of factors threatening security in the Central Asian region. The unstable situation in Afghanistan, the activities of international terrorist groups, illicit drug trafficking, and transnational organized crime were highlighted.
At the same time, the importance of strengthening cooperation in combating cybercrime and preventing the use of artificial intelligence for malicious purposes was noted.
Addressing the issue of global security, the President noted that the ongoing conflicts around the region and in the Middle East are causing deep concern and negatively affecting economic and food security.
These factors are leading to increased unhealthy competition in the global market and rising energy prices. It also hinders the implementation of national and international projects in the energy and transport sectors.
The President of Uzbekistan emphasized the importance of further deepening practical cooperation between the special services of the CIS member states, consolidating their efforts for the sustainable development of economic, energy, and communication systems, as well as ensuring food security in these challenging conditions.
