The upper chamber of the Parliament of the Republic of Uzbekistan has approved a draft law that provides for the introduction of a new financial mechanism in the field of industrial waste management. This envisions the introduction of a utilization fee aimed at covering the costs of recycling used construction glass.
This decision was made as part of a large-scale initiative aimed at improving technical regulation in the construction materials sector. This legislative innovation provides for targeted amendments and additions to the country’s two existing laws – “On Environmental Protection” and “On Waste.”
It is these very amendments that form the legal basis for collecting the fee. According to the press service of the Senate of the Oliy Majlis, the adoption of this law is one of a set of comprehensive measures.
On one hand, it is aimed at developing and encouraging the domestic construction glass manufacturing sector. On the other hand, it addresses environmental problems aimed at protecting the environment and public health from the harmful effects of industrial waste.
As senators have noted, the new mechanism should serve to create an effective system for collecting and recycling glass waste. This, in turn, will stimulate the development of the relevant sector of the economy.
At the same time, the approved document also covers issues related to the area of state statistics. Within the framework of administrative reforms, the name and legal status of the State Committee on Statistics are being changed in order to improve the activities of statistical bodies and to create favorable conditions for all users of official information.
This law, supported by senators, addresses two important tasks: it creates an economic basis for the proper utilization of waste in the construction sector and continues the improvement of the state statistics system.
