New rule for migrants in Russia: you can communicate with women during exams

A new initiative discussed in the Russian parliament has sparked heated debate in society. Deputies of the “New People” faction, Vladislav Davankov, Yaroslav Samilin, and Ksenia Goryacheva, sent an appeal to Minister of Science and Higher Education Valery Falkov, proposing to supplement the mandatory exam for migrants with a section on the rules of conduct with women in Russia, TASS reports.

In their appeal, the deputies noted that in recent years the number of public order violations by migrants has increased. Of particular concern are cases of disrespectful treatment of women, insults, and hooliganism. According to official data, in 2024 more than 190,000 decisions on deportation and administrative expulsion were made in Russia. This is almost 94,000 more than in 2023.

According to the deputies, in such a situation it is important not only to strengthen deportation and punishment measures but also to introduce preventive mechanisms. Therefore, they propose to include in the exam a separate section dedicated to cultural and legal norms regarding women.

The document states that foreign citizens applying for a work permit or patent must know not only the Russian language, history, and basic legislation, but also the rules of behavior towards women. In particular, they must understand that harassment or insults may lead to administrative or criminal liability.

Parliament members emphasize that this initiative will help increase the safety and protection of women in public places, reduce the number of conflicts, and strengthen public trust in the state’s migration policy.

In addition, including cultural and legal norms of behavior in the exam will create conditions for more successful integration of foreigners into Russian society and strengthen respect for the traditions and laws of the Russian Federation.

It should be recalled that earlier in Russia it was proposed to expel migrant children who do not attend school along with their families. Also, at the end of July, migrants with a work patent were banned from working in taxi services in St. Petersburg.
