US Secretary of State Marco Rubio informed European allies that Washington would agree to provide any security guarantees to Ukraine only after a peace agreement is concluded. This strong position was announced on Wednesday by Politico publication, citing sources familiar with the content of the negotiations, and caused great concern in European capitals.
A Difficult Condition for Kyiv
According to sources, such a strict condition was reflected in the written proposals sent by the US to Kyiv last week. Reports that US President Donald Trump allegedly would not invite or receive Ukrainian leaders at the White House until an agreement is signed also amplify this pressure. Unfortunately, Ukraine considers the security guarantees provided by the West to be its main condition for concluding a peace agreement with Russia. For this reason, the US position of "Agreement First, Guarantees Later" creates a difficult dilemma for Kyiv.
"Complex and Contradictory" Signals
According to Politico, the political signals coming from the Trump administration are considered "complex and contradictory." Although Rubio told European representatives on November 25 that security guarantees are the primary goal of the Trump administration, he indicated a readiness to grant them "only after the conditions are met."
According to the European diplomat interviewed by the publication, the US wants all conditions (including other issues such as Ukraine's territorial integrity and frozen assets) to be adopted soon in the form of a single package.
European Concern: A Leaky Security Model
"Some European states are worried that the Trump administration is shifting the situation in favor of Russia," the article states. The harsh words of one diplomat are quoted: "There is no mention of human rights, humanitarian law, international law, or general principles. And this creates a new, but full of defects, model of European security architecture."
