
President of KyrgyzstanSadyr Japarovresponded to complaints about pre-trial detention facilities, openly stating that a remand prison is not a place meant for rest or comfortable living. The head of state voiced a principled stance, stressing that a detention facility is прежде всего a place of punishment and order within the law.
According to the president, he is aware that complaints about conditions in detention centers are being filed. However, he noted that comparing such institutions to a “resort” is completely wrong. “A remand prison is not a resort. If it were, we wouldn’t call it a remand prison,” Japarov said.
He emphasized that using heating stoves is prohibited in detention centers, but the buildings are fully heated from the state budget and supplied with electricity. All costs are covered by taxpayers’ money, so, the president believes, making excessive demands is inappropriate.
Sadyr Japarov also recalled his personal experience. He was held in a remand prison twice: the first time for 9 months, the second time for 3.5 years. “I didn’t complain. I endured it, because it was a remand prison,” he recalled.
The president said that in recent years Kyrgyzstan’s penitentiary system has been significantly reformed. Whereas inmates used to deteriorate mentally and physically, current conditions are aimed at rehabilitation.
Today, prisoners receive free meals three times a day, are fully provided with clothing, and winter and summer uniforms are issued under the same rules. They also have the opportunity to work and earn money, and some inmates even send funds to their families.
In conclusion, the head of state firmly stressed that rules and conditions in prisons are the same for all inmates and no one is granted special privileges.
