Debates continue surrounding how the Kashkadarya regional administration has spent trillions of soms allocated from the state budget in recent years.
According to official data, more than 4.2 trillion soms were allocated across the region from 2023 to 2025 for various infrastructure, construction, and social sector projects. These include projects for road repairs, school construction, cultural centers, and tourism infrastructure.
However, civil society activists, journalists, and bloggers are raising concerns over how these funds were spent, who received them, and the transparency of the tendering process.
In some cases, documents have emerged allegedly proving that major projects were handed to pre-arranged companies without open tenders.
The administration, for its part, has stated that every som is under strict control and that expenses were carried out in accordance with the law. They claim that financial reports for all projects are available.
The public, however, demands complete transparency, calling for the publication of all contract and tender information. Observers emphasize that transparency and trust are the cornerstones of modern governance.
