The President signed a resolution "On additional measures to introduce modern mechanisms for judicial protection of the rights of citizens and business entities."

Now:

• When considering an application in administrative courts against a decision of a state body or an action (inaction) of its official, the official or his representative must participate in the court hearing to provide the necessary explanations;
  
• A court fine is imposed on the official of the state body or, if applicable, the official.
  

The institution of a preliminary hearing is also being introduced in administrative court proceedings, during which the applicant's claims are determined and measures are taken to eliminate the shortcomings in the application. The initial hearing period is 20 days.

In addition, in cases of violations of the law related to contempt of court and non-compliance with its rulings, the administrative court may independently consider the case.

An instruction was also given to develop a new edition of the Code of Administrative Judicial Procedure.
