
The Presidential Decree No. PQ-100 of March 11 of this year set the main directions for the sustainable provision of housing and buildings with thermal energy and improving the energy efficiency of buildings for the next 5 years.
In particular:
- an organization will be established to conduct a unified state policy in the field, develop strategic proposals based on advanced foreign experience, and manage and coordinate the activities of heat supply enterprises;
- The gas demand per apartment will be reduced by at least 20 percent by installing local boilers in the heating system of multi-apartment buildings with four or more floors not connected to centralized heating systems and introducing other alternative technologies.
In addition, the following measures will be implemented, including:
- 103 outdated boiler rooms and 1.6 thousand kilometers of heating networks in centralized heating systems will be renovated;
- Modernization projects will be implemented in 9 cities and districts on the basis of public-private partnerships and 13 with the participation of international financial institutions;
- The coverage of centralized heating will be increased from 37 to 58 percent, and losses in the system will be reduced from 38 to 20 percent.
