
Based on the President's directive, Uzbekistan is moving toward a more humane system of administrative penalties. In this regard, legislation is being proposed to introduce a new concept — “administrative warning.” This was officially announced by the Presidential Press Service.
According to the draft law, citizens who commit minor traffic violations for the first time will not be fined. Instead, a traffic officer will issue a verbal or written warning. This measure can be applied only once per year. Upon a second violation, the individual will be held administratively liable as prescribed by law.
Such innovations undoubtedly help promote legal awareness in society and foster respect for the law among drivers.
Only for minor violations
The administrative warning will not apply to serious infractions, but only to minor ones that do not directly threaten human life or safety. For example, failing to stop at a sign or driving a very short distance behind another vehicle without endangering safety may qualify.

This legislative proposal aligns with the government resolution adopted on May 16, which aims to improve convenience for road users, regulate the work of traffic inspectors, and humanize photo and video enforcement systems.
