
A new regulation has been introduced for moped and scooter drivers in Uzbekistan, as per the government decree passed on October 25, 2025. From now on, citizens are not required to undergo training at driving schools to obtain an "A1" category license. Instead, individuals can independently study theoretical knowledge and directly participate in test examinations.
Additionally, drivers holding "A," "B," "C," or "D" category licenses are permitted to operate mopeds or scooters without obtaining any additional permits. This update has generally been met with positive reception among the majority of the population.
Regarding this matter, the chairman of the "Vatanparvar" organization, Husan Botirov, remarked that the new rule provides convenience for citizens, but emphasized the importance of ensuring a high-quality training process. He stated, “Currently, more than 200 driving schools and training-sports centers within the 'Vatanparvar' system meet all requisite standards and licenses.” According to Botirov, the decision allows citizens to acquire driving licenses without bureaucratic obstacles, although this process requires a serious and responsible approach.
