In Samarkand, a prevention inspector exposed for demanding a bribe in exchange for promising to close a case

The Pastdargom District Court of Samarkand Region heard a criminal case involving a former Internal Affairs officer who had worked as a prevention inspector in the juvenile affairs unit. According to the case materials, the incident began in May 2025. A man living in Pastdargom District left an insulting comment on Instagram about officers of the Road Traffic Safety Department. After that, he was summoned to the district internal affairs department for a “preventive talk.”

The situation should have been handled under the standard administrative procedure: there were not enough grounds to impose a penalty. However, the former inspector took advantage of the circumstances, offered to “resolve the issue,” and initially demanded $2,000 so the documents would not be sent to court.

Later, pretending to “make concessions,” he reduced the demand to $800. To collect the money, the inspector involved a relative as an intermediary.

On September 3, 2025, near a car wash in the Beshnayman neighborhood of Kitob District, the victim handed $800 to the intermediary. The process was monitored by officers combating economic crimes, as the citizen had contacted law enforcement in advance. Immediately after the money was received, the intermediary was detained and the banknotes were documented as physical evidence.

The court found that the prevention inspector had no real ability to influence the outcome of the administrative case. He mentioned the name of a colleague from the criminal investigation unit as a means of pressure and in fact attempted fraud disguised as a bribe.

The verdict was announced on December 3, 2025. The former Internal Affairs officer was found guilty of attempted large-scale fraud and incitement to give a bribe, and was sentenced to 3 years 11 months and 1 day of restriction of liberty. He was also banned for 2 years from working in the Internal Affairs system and state bodies, required not to leave Samarkand Region without permission, and placed under probation supervision.

The relative who acted as an intermediary was also found guilty of participating in the fraud and sentenced to corrective labor with a portion of his income withheld in favor of the state.

We note that earlier a corruption case was also recorded in Tashkent’s Uchtepa District, where it was reported that a hokimiyat employee was detained with a $3,000 bribe.
