Overload of the mahalla "seven" is strictly limited

New approaches are being developed to regulate the work system in mahallas and to employ representatives of the so-called "mahalla seven" in accordance with their real duties. According to the proposed procedure, it is determined that the involvement of members of the "mahalla seven" in meetings, various events, and other public works is carried out only with the consent of the chairman of the citizens' assembly.

The most important point is that they are expected to be strictly prohibited from assigning tasks that are completely unrelated to their duties and areas of activity. That is, an assistant to the khokim, a youth leader, a women's activist, a social worker, or a tax inspector will not "do as they please" - everyone will work in their field.

According to the draft, from July 1, 2026, a new system will be introduced in the practice of appointment and dismissal. In particular, the position of assistant khokim, youth leader, women's activist, social worker, and tax inspector is appointed by the khokim of the district (city) based on the submission of organizations subordinate to them. It is envisaged that their dismissal from office will be carried out on the recommendation of the chairman of the citizens' assembly.

Another interesting aspect is that in 500 mahallas, as an experiment, it is planned to establish the practice of appointing representatives of the "mahalla seven" from their own or adjacent mahallas. This strengthens the principle that the problem of the mahalla should be solved not by an outsider, but by a person who knows his territory well.

At the same time, strict control is being established over those who violate the new requirements. The Association of Mahallas of Uzbekistan will submit proposals to the Prime Minister monthly regarding officials of state bodies and organizations that have not complied with this procedure. Punishments, up to and including dismissal of officials, can be applied as the most extreme measure.

In short, the "mahalla seven" is no longer a "command running for everything," but is being transformed into a system with specific tasks. This gives hope that the work in the mahalla will be both more effective and fair.
