The Anti-Corruption Agency analyzed the decisions and orders adopted in local executive authorities in January, which were "hidden" from the public. This refers to documents marked "secret" or "for official use" (FSU).
As a result of the study, it was established that a total of 1,907 decisions and orders of regional, district, and city khokimiyats were issued on this basis. Most importantly, during the initial investigation, it was revealed that 386 documents were unjustifiably closed. That is, the grif is on paper, the base is in the air.
According to the agency, among the undeclared decisions are:
- 68 - approval of the organizational structure,
- 46 - allocation of funds,
- 34 - incentives,
- 156 appointments to positions,
- 82 of them are documents on other issues.
The highest number of undisclosed documents was recorded in the Fergana region: 67 (44%). Following them are Khorezm - 32 (39%), Bukhara - 58 (37%), Kashkadarya - 41 (26%), and Samarkand - 38 (15%).
In this regard, the agency submitted to the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent representations on the disclosure of 68 decisions and orders that were unreasonably concealed, as well as on taking appropriate measures against those responsible for the occurrence of violations.
It is noted that legal measures will be applied in the prescribed manner for each decision and order.
In short, the word "XDFU" does not automatically mean "hidden from the people." Now unfounded closed decisions must be revealed, and those responsible must feel accountable - trust in the system begins right here.
