New Regulations for Vacation Home Rentals: Digitalization and formalizing the "Shadow" Economy

In Uzbekistan, a new procedure is being developed aimed at further regulating the tourism sector, reducing the share of the shadow economy, and ensuring transparency in the services market. Although the document is currently in the draft stage, its adoption is expected to lead to significant changes in the rental market, especially regarding summer cottages (dachas).
This is expected to create a turning point in the market for vacation homes and cottage rentals in Uzbekistan. A new draft document is being prepared with the aim of putting an end to "shadow" activities in the field and digitalizing the services market. Zamin.uz analyzed what these reforms will mean for cottage owners and vacationers.
Cottages to receive official status
According to the new regulations, cottages rented out to tourists by citizens on a temporary basis will now be officially recognized as "accommodation facilities." This step will allow these objects to be entered into a unified electronic register and ensure systematic accounting of their activities. From now on, renting a "dacha" will not just be a private agreement, but will become an official type of tourism service.
Price transparency: National platform to be launched
The most notable aspect of the reform is the regulation of price policy. Starting from January 1, 2027, all cottage owners will be required to enter the prices of their services into a special national tourism platform.
The goals of introducing this system are:
To eliminate hidden price manipulation in the market;
To create a transparent and understandable pricing environment for tourists;
To ensure healthy competition among entrepreneurs.
No license, no fees to be collected
The state is choosing a "soft" approach to regulating the rental market. According to the draft, no separate license will be required to provide tourism services in cottages. Additionally, it is established that tourism fees will not be collected from guests staying at these locations. This serves to bring the sector out of the "shadow" without excessive bureaucracy or financial burden.
According to experts, this system will improve competition and create equal and fair conditions for market participants. At the same time, consumers will have clear information regarding the quality of service and pricing.
Digitalization and public oversight
To gain full control over the sector, the Tourism Committee will form an electronic register, while the Tax Committee will conduct an inventory of all objects and update the database.
Furthermore, a "vigilant citizen" mechanism is also provided for in the system. If citizens report unregistered or illegally operating rental properties and this information is confirmed, they may receive a reward in the amount of a portion of the collected fine.
In short, this initiative is seen as an important step toward "whitening" the tourism sector and transitioning it to a modern and transparent system. In the coming years, these changes will not only regulate the market but also serve to further increase Uzbekistan's tourism attractiveness.
