At the next meeting of the Legislative Chamber of the Supreme Majlis, a draft law aimed at increasing the effectiveness of correctional work for convicts was discussed in the first reading.
It was noted that, taking into account foreign experience, there is a need to introduce norms into the legislation aimed at encouraging law-abiding behavior of convicts, respect for people, society, labor, and the rules and traditions of public life.
This draft introduces a new Article 74-1 into the Criminal Code on the correction of convicts by engaging them in reading books. According to it, only for convicts who must serve their entire sentence, if they read 1 book from the approved list and pass the exam in accordance with the established procedure, their sentence will be reduced by 3 days.
Also, it is determined that, based on Articles 73 and 74 of this Code, this will be taken into account when deciding on the issue of early conditional release from serving the sentence or its replacement with a lighter one.
In addition, it is planned to supplement Article 536-1 of the Criminal Procedure Code and Article 80-1 of the Criminal Procedure Code with provisions on the procedural procedures for reducing the sentence in connection with the implementation of actions confirming the transition to the path of correction through self-education and the provision of necessary literature.
The draft law was conceptually adopted in the first reading.
It is reported that all 49 penal institutions in Uzbekistan have libraries, which contain more than 230 thousand books, including more than 44.7 thousand foreign books, 209 books written in Braille.
Bakhodir Mamathonov, a member of the UzMTDP faction, said in an interview with UzA that this stipulates that prisoners can read no more than 10 books per year. The list of literature that prisoners can read is approved by the Republican Center for Spirituality and Enlightenment.
