According to information, under Law No. URQ-1044 adopted on March 7 this year, if a consumer delays payment for household waste services, they will first receive an SMS warning, and if the debt is not paid within 5 days, acceptance of electricity payments is temporarily suspended. This rule is specifically mentioned in the legislative changes of 2024.
However, various uncertainties and integration issues arise in practice. For example, in the "HET" app of "Regional Electric Networks" JSC, information about household debt for waste services is not displayed, and the databases of the "Regional Electric Networks" and the "Toza makon" electronic billing system are not fully connected. Some consumers also have no waste service contract or have entered incorrect account numbers. This negatively affects law enforcement.
The Senate Committee requested the Ministry of Ecology and Climate Change and the Ministry of Energy to provide specific proposals for existing problems and their solutions. From August 1, all debtors will be notified via SMS by the 5th of each month, and if the debt is not paid within 5 days, the acceptance of electricity payments will be suspended.
