Debt in energy and waste services: what do new laws actually change in practice?
In the Senate of Uzbekistan, the Agrarian, Water Management and Ecology Committee sent specific questions to the responsible ministries regarding payment discipline for household waste collection and removal services, the implementation of the law, and practical issues, according to sources close to legislation. Experts note that in recent years, debt among the population for mandatory payments for waste services has been increasing, which requires the introduction of new mechanisms.

According to information, under Law No. URQ-1044 adopted on March 7 this year, if a consumer delays payment for household waste services, they will first receive an SMS warning, and if the debt is not paid within 5 days, acceptance of electricity payments is temporarily suspended. This rule is specifically mentioned in the legislative changes of 2024.

However, various uncertainties and integration issues arise in practice. For example, in the "HET" app of "Regional Electric Networks" JSC, information about household debt for waste services is not displayed, and the databases of the "Regional Electric Networks" and the "Toza makon" electronic billing system are not fully connected. Some consumers also have no waste service contract or have entered incorrect account numbers. This negatively affects law enforcement.

The Senate Committee requested the Ministry of Ecology and Climate Change and the Ministry of Energy to provide specific proposals for existing problems and their solutions. From August 1, all debtors will be notified via SMS by the 5th of each month, and if the debt is not paid within 5 days, the acceptance of electricity payments will be suspended.

Final conclusion: the new mechanisms and laws encourage the population to act in a disciplined manner, with responsible attitudes and timely payments. However, until all systems are integrated, adaptation in practice will not be easy. The true effect of the reforms will become clear in the coming months.
