The government of Uzbekistan has adopted a new decision: from now on, equipping groundwater intake structures with water metering devices will be mandatory. In this regard, the Administrative Regulations "On the Provision of Public Services for the Registration and Sealing of Equipping Groundwater Intake Facilities with Water Metering Devices" have been officially approved.
According to the new regulations, this public service is provided through public service centers or the Single Portal of Interactive Public Services (SPIPS). This means that the owner of the underground water facility is obliged to ensure its registration in a legal manner.
As clearly stated in the regulations, the use of underground water facilities not equipped with water metering devices is strictly prohibited. Therefore, every liter of water taken from groundwater must be taken into account, which serves to control and effectively manage water consumption.
Also, water metering devices can be installed on groundwater intake structures only from the types listed in the state register of the Republic of Uzbekistan. These rules ensure the use of only standard and certified measuring instruments.
Water metering devices are installed in pumping wells before the water discharge control device, and in fountain wells and springs after the control device. This is done to prevent any malfunctions in the water supply system.
When providing public services, a fee of 50% of the Basic Calculated Value (BCV) is charged for management services. This measure provides additional financial support for owners' responsibility and service.
Territorial hydrogeological stations and district (city) tax inspectorates, based on a submitted request, register and seal the list of structures with water metering devices within 10 days. This process ensures full compliance with legal requirements and supports the efficient use of groundwater.
