A new procedure has been introduced for land auctions and cadastral services

By the resolution of the Cabinet of Ministers, additional measures have been defined to improve the procedures for the sale of land plots through electronic auctions and the provision of public services in the field of cadastre. The new document is aimed at further stimulating entrepreneurial activity and urban development in the country.

According to the decree, the system of control over non-agricultural land plots will be strengthened. The possibility of combining lands acquired on the basis of lease rights will also be created. These changes will serve to ensure stability in land-legal relations and improve the investment climate in small industrial zones and youth industrial-entrepreneurial zones.

According to the new procedure, a number of reforms will be implemented to simplify public services for the population, eliminate unnecessary bureaucratic barriers, and create favorable conditions. In particular, the directorates of industrial zones are recognized as customers for the sale of land plots at electronic online auctions.

From September 5, 2025, vacant land plots in youth entrepreneurship zones located in remote and desert areas will be put up for sale at a symbolic price of 1 sum through an electronic online auction. This process is carried out through a separate section in the Yerelektron automated information system.

The winner of the auction, who acquires a land plot for the construction of apartment buildings, concludes an electronic contract with the khokimiyat. According to him:


  • 15 days for the preparation of pre-project documentation,



  • 2 months for the implementation of project work,



  • a 3-month period is set for the start of construction.


If the requirements are not met, the land plot will be reclaimed in the prescribed manner and put up for auction again.

Furthermore, construction processes on lands purchased through auctions will be regularly monitored through the "Online Mahalla" electronic platform. This mechanism allows for transparent observation of all stages from the start of construction to the commissioning of the facility.

It is expected that the new reforms will significantly simplify the process of land use for entrepreneurs and the population, as well as strengthen the construction and investment climate in the country.
