Good news for victims of scammers

An initiative is being considered in Uzbekistan to exempt citizens from liability for debts on microloans registered in their names by fraudsters. This initiative is part of a package of measures to combat cybercrime, which was announced at a meeting chaired by President Shavkat Mirziyoyev.

Over the past five years, the scale of cybercrime in the country has increased 68-fold. Since the beginning of this year, more than 46 thousand such offenses have been recorded, causing damage exceeding 1.2 trillion soums to citizens and business entities.

The meeting highlighted the weakness of existing mechanisms for protecting personal data, which are particularly exploited by fraudsters in operations involving bank cards. As a response, the government will introduce a system for daily blocking of suspicious accounts and impose mandatory cybersecurity requirements for all operators working with personal data.

A special register will be created and liability for illegal use of data will be increased. The President instructed the Ministry of Internal Affairs to strengthen the capabilities of the Cybersecurity Center and introduce seven new types of digital expertise to increase the effectiveness of detecting crimes in the digital environment.

According to research, social engineering methods, such as phishing, allow a fraudster to successfully carry out a hacking attack within a few hours, but it may take companies months to detect and eliminate the consequences of such a breach.
