
In Uzbekistan, environmental requirements for the construction industry will be significantly strengthened - from now on, all large construction sites will be required to be equipped with background monitoring stations and online cameras. This was announced on November 22 by the chairman of the National Committee for Ecology and Climate Change, Aziz Abdukhakimov, during a dialogue with journalists, environmentalists, and activists.
According to him, based on the decree signed by President Shavkat Mirziyoyev on November 18, new environmental requirements will be implemented at the facilities allocated for construction, which will be brought closer to international standards. That is, before the start of construction, construction organizations are required to install background monitoring stations and permanent online surveillance cameras.
Mandatory installation from 2026
According to the principle of phasing, mandatory installation is carried out in the following order:
• from January 1, 2026 - on an area of 2000 sq. meters and more.
• from January 1, 2027 - on an area of 1000 sq. meters and more.
• from January 1, 2028 - at facilities with an area of 500 sq. m and more.
At the same time, starting from January 1, 2026, the construction of buildings with an area of less than 30% landscaped, a height of more than 12 meters, or a total area of more than 500 sq. meters is prohibited.
Additional checks and requirements
By May 1, 2026, the relevant ministries and agencies will conduct comprehensive inspections of construction sites with a total area of 500 sq. m and more. The following are considered important in checks:
- provision of at least 25 percent of the land area with green spaces;
- installation of water sprayers;
- availability of washing pools for motor vehicle wheels;
- construction materials covered with tarpaulin or PVC tent.

Aziz Abdukhakimov emphasized that these reforms are being implemented not hastily, but with strategic importance for the country's environmental sustainability:
"All countries in the world that have experienced a period of rapid economic growth have faced such problems. If initially more attention was paid to economic interests, now the President has set the goal of placing ecology at the center of decisions. "The two sides of the scales must be equal," he said.
