In which areas will more funds be allocated in the 2026 budget?

Next year, Uzbekistan's state budget is expected to achieve significant growth in both revenues and expenditures. The analysis provided by the Ministry of Economy and Finance reflects the main financial indicators for 2026.

Revenue: Primary sources

In 2026, budget revenues are expected to reach 368.9 trillion soums (18.7% of GDP). The forecast for the current year is 345.2 trillion soums.

A large part of the income is again formed from taxes - more than 286 trillion soums. They also have:

• personal income tax - 88.8 trillion soums.

• profit tax - 64.5 trillion soums.

• VAT revenues - 48.9 trillion soums. Major sources such as

Expenditures: the largest share - to the social sphere

Expenditures for 2026 will amount to 402.4 trillion soums (20.4% of GDP). Compared to 2025, growth is significant.

• Social sphere - 220 trillion soums (54.7 percent of total expenditures)

• Education - 100.3 trillion soums.

• Healthcare - 48.9 trillion soums. 55 trillion soums will be allocated to the economy, and 21 trillion soums to public administration.

Expenses for servicing public debt will also increase and amount to 25 trillion soums (20 trillion this year). To cover the budget deficit, the country will attract $2.5 billion in external debt.

Pensions, subsidies and benefits

Expenses of the Pension Fund - 86 trillion soums, of which 23 trillion soums will be covered by the state.

Subsidies totaling 28.3 trillion soums, including:

• compensation for energy and transport losses - 17 trillion soums.

• gas subsidies - 5.9 trillion.

• heat supply - 3.8 trillion.

17 trillion soums will be allocated for benefits and material assistance to the population.

Roads, water management and state programs

In 2026, 50.2 trillion soums will be allocated to state programs approved by presidential and government decrees.

Additional directions:

• water management - 10.4 trillion.

• "Participatory Budget" - 6 trillion.

• road maintenance - 6.7 trillion.

Also, 6 trillion soums will be spent on additional increases in wages, pensions, and benefits.

Contribution of regions

In 2026, local budget revenues will be 76 trillion, expenditures - 95.6 trillion. 19.5 trillion soums of the deficit will be covered from the central budget.

• The largest income - Tashkent city (12.6 trillion)

• The largest expenditure - Tashkent (12.9 trillion)

• The lowest indicators - Syrdarya region
