In Uzbekistan, it is planned to establish payments using QR codes at a single standard and create a single, accessible system for everyone. This is officially stated in the presidential decree "On measures for the further development of the financial technology sector in Uzbekistan."
The decree states that the Central Bank will pilot a universal QR code project in December 2025 with the participation of banks and payment organizations. By January 2026, a draft normative legal act related to the universal QR code will be developed and approved. After that, in February 2026, a fully functioning universal QR code will be implemented in the payment services market.
In April, Miraziz Mirhayotov, Deputy Head of the Central Bank's Payment Systems Department, announced plans to create a single payment QR code for cashless payments in the country. He noted that currently, in many retail outlets, entrepreneurs line up QR code boards for several different payment services, which creates uncomfortable situations for customers.
"We aim to introduce a single standard. Based on this, a single QR code will be installed for each organization, and the client will be able to make payments through this single QR code with any mobile application or any payment service," Spot quoted Mirhayotov as saying.
President Shavkat Mirziyoyev also addressed this issue during an open dialogue with entrepreneurs on August 20th, emphasizing the introduction of a universal QR code that allows businesses to make payments through all mobile payment applications.
It is expected that the ability to pay through a single QR code will further simplify the payment culture in the country, allow sellers to get rid of excessive paperwork and additional settings, and most importantly, create the opportunity for buyers to pay in one step.
