Important changes have taken place in Uzbekistan’s transport infrastructure management system. Under a new law signed by President Shavkat Mirziyoyev, powers to manage and develop certain parts of the road and transport network have been transferred to local authorities. This was reported by upl.uzreports.

According to the document, local authorities will now determine exactly where bus stop complexes are installed. In addition, the upkeep and maintenance of stops, as well as the operation of dispatch centers coordinating public transport movement, have been placed directly under the responsibility of local leaders.

The law has significantly expanded the duties of local executive bodies. Now local authorities are responsible not only for the construction of stops and their appearance, but are also required to sign contracts with carriers to provide transport services to the population.

Moreover, developing and implementing traffic management plans has officially been included in the powers of local authorities. This requires in-depth analysis of regional traffic flows and the development of precise solutions.

Another key aspect of the reform is that the right to approve long-term strategies for regional transport development has been granted to local governance. The law also requires strict monitoring by local authorities to ensure set targets are met.

At the same time, local executive structures have also gained the authority to approve financial expenditures for fire safety. This concerns, in particular, the material and technical support of fire services and the funding of their operational activities.

The law comes into force as soon as it is published in official media. Officials believe that transferring powers to the local level will help respond more quickly to citizens’ requests and improve the quality of urban infrastructure through territorial oversight.

If disputes arise during the implementation of traffic plans, law enforcement officers may also be involved to ensure safety and monitor compliance with established standards.

In recent years, “smart” bus stops have also been actively installed in Tashkent and other major cities. They protect people from the heat with air conditioning, allow phones to be charged, and provide free Wi‑Fi while waiting for the bus.
