Uzbekistan introduced a two-stage PE certificate

Uzbekistan has approved a new procedure for certifying physical education teachers in general secondary schools, introducing a two-stage assessment system aimed at improving both teaching quality and professional development. The measure was adopted through a joint decision by the Ministry of Preschool and School Education and the Ministry of Sports in order to implement the president’s directive on strengthening physical education instruction in schools.

Under the new rules, the first stage of certification will be organized by the Ministry of Preschool and School Education. At this stage, teachers will be tested on their subject knowledge and their understanding of professional standards. The written assessment will include 40 questions in total: 35 questions on the teacher’s specialty subject and five questions on professional standards. Each question will be worth one point, meaning the maximum score for this stage will be 40 points.

The second stage will consist of a practical examination conducted by the Ministry of Sports. In this part, teachers will be assessed on their physical fitness level and their ability to demonstrate techniques in specific sports. Physical fitness standards will account for 20 points, while performance in sports exercise techniques will be worth 40 points. As a result, the practical exam will carry a maximum of 60 points.

The joint decision also formally approves the practical exam requirements for physical education teachers working in general secondary education institutions. These include physical fitness norms, exercise techniques across sports disciplines, and the evaluation criteria that will be used during certification.

The new system is set to take effect starting with the 2025 to 2026 academic year. In practice, it will begin to be used during the certification of pedagogical staff scheduled for August through December 2025. Officials expect the updated procedure to create a more comprehensive assessment model by measuring not only theoretical knowledge, but also the practical skills that physical education teachers are expected to demonstrate in school settings.
