US and Ukraine agree on 22 peace terms: focus now on Russia
On April 23, 2025, during negotiations held in London, the United States and Ukraine reached an agreement on 22 specific conditions for peacefully ending the war with Russia. This was announced by Keith Kellogg, the special representative of U.S. President Donald Trump on Ukraine and Russia affairs, via Fox News.

“22 concrete conditions. Difficult, but through open discussions” – Kellogg

“We held open and deep negotiations with the Ukrainians. During this process, we proposed 22 very specific conditions and believe we are in a strong position,” said Kellogg. According to him, some of the proposed conditions were not acceptable to Ukraine. However, he emphasized that “this is a normal situation in any international negotiation.”

“De facto agreement exists, but not de jure”

Kellogg emphasized that the Ukrainian side has agreed to de facto relinquish the territories occupied by Russia. That is, Kyiv is ready to recognize these territories temporarily, based on practical circumstances, but not legally.

“The Ukrainians have agreed to hand over the territories controlled by the Russians de facto, not officially. Because they are acting based on the real situation. They understand that when a peace agreement is signed, each side will remain in the positions they currently hold,” said the U.S. representative.

Focus on complete and comprehensive ceasefire

According to Kellogg, Ukraine is aiming for a broad and lasting ceasefire. This, in turn, will directly lead to a peace agreement. U.S. President Donald Trump is also moving toward this goal.

“We convinced one side. Now we need the other side — Russia. And I believe we are close to that,” added Kellogg.

Decision to end the war now lies with Russia

It is known that over the past few months, Washington has been holding separate negotiations with both Moscow and Kyiv. Initially, the U.S. proposed a complete ceasefire for at least 30 days. Ukraine accepted this offer, but Russia effectively rejected it.

Following this, the United States began promoting a peace agreement. After the latest negotiations in London, Ukraine and representatives of European countries came forward with counter proposals.
