From 2026, Kyrgyzstan plans to sell water to Uzbekistan

It is noted that in September 2025, Kazakhstan, Kyrgyzstan, and Uzbekistan signed a temporary protocol to maintain the water and energy balance. This agreement was aimed at ensuring stability in the process of water and electricity exchange in the region. However, the main and most important changes are expected to be implemented from 2026.

Also, in accordance with the new Water Code, adopted on July 1, 2025, and entering into force on January 1, 2026, water in Kyrgyzstan is assessed as an expensive and strategic resource, similar to oil and gas. This situation requires the introduction of new economic mechanisms, payments, and conditions for water use.

These changes may affect the water and energy balance in the region, require a reassessment of water resources for agriculture, and change the mechanisms of use in industrial sectors. Therefore, special attention is paid to this issue in Uzbekistan, since water supply and its stability have not only economic, but also social significance.

Experts note that the entry into force of the new code will further enhance the importance of the proper distribution and rational use of water resources in the region. These changes will also allow for efficient and planned water use for the population and agricultural producers.
