The French government plans to significantly increase higher education tuition fees for students arriving from countries outside the European Union. This was announced by the French Ministry of Higher Education during the presentation of a new strategy titled "Choose France for Higher Education."
According to the plan, education costs for citizens of non-EU countries will be substantially higher. It is noted that the majority of international students will be transitioned to a full-tuition payment system.
According to Philippe Baptiste, approximately 90 percent of foreign students currently pay the full cost of their education. The new system will further tighten this practice.
Under the new proposal, fees for non-EU countries may be set as follows:
- Bachelor's degree: approximately 2,895 euros per year (instead of the previous 178 euros);
- Master's degree: approximately 3,941 euros per year (instead of the previous 254 euros).
The Ministry stated that this approach is aimed at fully implementing a "differentiated fee system." Although it was adopted in 2019, it has not yet yielded the expected results.
According to officials, universities will no longer offer broad exemptions; they will only be applied in exceptional cases. The government aims to return to the principle of "full payment as the rule, exemptions as the exception" in the education sector.
