
The Minister of Emergency Situations and his deputies were dismissed due to increased bureaucracy and violations of the law in the issuance of construction permits and fire safety when handing over buildings. This was stated by President Shavkat Mirziyoyev at a meeting of the National Anti-Corruption Council.
“In order to root out corruption, special attention is being paid, first of all, to reducing the human factor and paperwork. For example, during the process of allocating land to the population, citizens would wander between the khokim and about a dozen departments. In general, this sector had become a “hotbed” of corruption.
As a result of the complete abandonment of the allocation of land by the khokim’s decision and the transition to an auction system, this system became more popular.
The construction sector was one of the most corrupt sectors. After the introduction of the “Transparent Construction” program, positive changes are also noticeable in this direction.
Previously, there were less than a thousand contractors building facilities included in the investment program. Last year, more than 4 thousand contractors participated in the construction of 13.5 thousand facilities. Due to the digitization of the sector, the budget has saved 3.6 trillion soums over the past 4 years.

At the end of February 2025, Abdulla Kuldashev left the post of head of the Emergency Situations Department. Since 2018, he has been considered the de facto head of the ministry as the first deputy minister of emergency situations, and in March 2022 he was officially approved for the post of minister. He was replaced by military prosecutor Botir Kudratkhodjaev.
On March 4, deputies were appointed to the new minister: Khurshid Sotiev took up the post of Deputy Minister for Prevention of Fire and Emergency Situations, and Nuriddin Kadyrov took up the post of Deputy Minister for Personnel Issues and Spiritual and Educational Affairs.
The post of Deputy Minister of Emergency Situations for Construction and Engineering Protection is still vacant. Shukhrat Juraev has been working in this position since August 2018.
Also, Khurshid Aliboev, who was appointed Deputy Minister of Emergency Situations in May 2023, is no longer on the list of deputies. Only one person remains from the previous leadership of the ministry - Sanjar Zuparov, who has been working as First Deputy Head of the Emergency Situations since May 2023.
