Disputes over the former TashTIY territory


The Tashkent city administration gave a comment regarding the situation around the territory of the former TashTIY (Pre-trial Detention Center No. 1) near the Senate of the Oliy Majlis. This territory is located in the Yunusabad district.

Earlier, the Senate had drawn attention to the fact that landscaping work in this area had been delayed, and that there were serious questions among the local population regarding its use for other purposes. According to information provided by the administration, in October 2020, the former mayor of the city allocated a 2.9-hectare plot of land where the former pre-trial detention center was located to the Ogneupor company by decision.

This plot was given to the company as compensation for a demolished property on Chinoobod street. Later, the Yunusabad district council approved a project to construct an administrative building on a 76-square-meter section of this territory.

However, shortly thereafter, the land was included in a conservation zone, where new major construction is legally prohibited. The administration noted that the initial decision did not specify exactly what kind of building should be constructed on the plot.

At first, Ogneupor planned to build an industrial facility at the site, but abandoned the idea due to the presence of residential buildings nearby. After that, the company proposed constructing a hotel on the land.

The company applied twice to privatize the land, but on both occasions their request was denied. The main reason for refusal was that, according to the current General Plan of Tashkent, the plot is located in a conservation zone.

Ogneupor’s management has stated that, if the restrictions are lifted, the company is ready to attract investors and build a hotel and residential buildings on the site.
