Russian Ministry of Digital Development announces 'white list' restrictions for the internet

The Ministry of Digital Development of Russia has released new information regarding the "white list" of web resources that remain accessible during periods of restricted mobile internet. The Ministry explained that this mechanism is technically limited, making it impossible to include a very large number of services and websites. Ixbt.com reports on this.

According to the document, for a service to be included in this list, a special petition from a federal executive authority of the Russian Federation is required. In this process, the government body must officially certify that the requested platform is of social significance.

Previously, information regarding the existence of such technical limitations had not been publicly disclosed.

The "white lists" system was introduced in the fall of 2025 to ensure the functioning of essential services even in cases of internet outages. In April 2026, services for remote blood sugar monitoring, volunteer organizations, medical, transport, and government platforms were added to the list.

Currently, this privileged list includes organizations such as "LizaAlert," "Ruviki," "Rostex," and "Rosatom," as well as "Gazprombank" services, delivery services, and several media outlets. However, it was announced that due to the limited number of slots, not all applicants will be included in the list.
