ATMs in Russia expected to work without internet and introduce 'allowlists'

In Russia, banks and insurance companies will be gradually added to the Ministry of Digital Development's 'allowlists' to ensure the stability of financial services even under limited mobile internet conditions. This was announced by Central Bank head Elvira Nabiullina. This is reported by Ixbt.com .

According to Nabiullina, connecting all participants simultaneously is impossible due to technical limitations, so the process will be carried out in stages. It is planned to include not only major banks but also insurance organizations in this list.

At the same time, the Ministry of Digital Development and telecom operators have developed special technical solutions that allow ATMs and payment terminals to function even when mobile internet is disabled. These technologies are currently being tested in cooperation with banks.

Through these measures, the government aims to reduce risks to the country's financial infrastructure in the event of potential communication restrictions. The new system is expected to guarantee the continuity of banking operations.
