Are Paid Classes Being Opened in Schools? The Ministry Responded to Everyone
In recent days, various discussions and debates have flared up on social media about alleged “paid classes” being opened in schools. This news has raised concerns among many parents and members of the public regarding the education of their children.

To clarify the situation, the Ministry of Public Education issued an official statement. The statement emphasizes that according to Article 50 of the Constitution of Uzbekistan, general secondary education in the country is guaranteed free of charge by the state. This is a fundamental and unchanging legal principle.

Not a "paid class", but optional supplementary education
According to the Ministry, the cases being interpreted on social media as “paid classes” are actually educational services organized to provide additional knowledge beyond the curriculum and national educational standards. Such classes are established based on the initiative and request of parents to develop children's talents and increase their interest in certain fields.

This activity is carried out in accordance with the Regulation approved by the Cabinet of Ministers' Resolution No. 343 dated April 22, 2019. Additional educational services are provided on a voluntary basis through a contract between the school principal and the parents.

No coercion allowed!
The most important point — school administration and teachers are not allowed to force students to participate in these paid classes. Subjects and lessons included in the national education standards remain free for everyone.

Additionally, at least 50 percent of the funds received from supplementary educational services must be allocated for teachers’ wages. The remaining amount can be used to strengthen the school’s material and technical base and to incentivize staff.

Education for all first graders will be free in the new academic year
In the 2025–2026 academic year, 738,000 children are expected to enroll in the 1st grade. All of them will receive completely free education in the subjects included in the national educational standards. Supplementary classes may only be organized after the start of the school year, based on a survey among parents and with their voluntary consent.
