
In Uzbekistan, starting from August 1, 2025, a new system will link garbage collection service payments to electricity payments. Under the new rule, if residents or subscribers do not pay for waste services on time, they will also be unable to make payments for electricity.
This was officially announced by the Agency for Waste Management and the Development of a Circular Economy. It was clarified that the system will apply only to garbage debts formed after July 1, 2025, and will take effect on August 1. Debts prior to June 30, 2025, are not subject to this rule.
According to the new law, by the 3rd of each month, information about subscribers in debt for garbage services will be sent from the "Toza makon" electronic billing system to the billing system of the “Regional Electric Networks” JSC. Based on this, SMS notifications will be sent by the 5th of the month from the short number 2100.
After receiving the SMS, citizens are given an additional 5-day period to pay the debt. If the debt is not paid within this time, the ability to pay for electricity will be temporarily restricted. Once the debt is paid, the restriction will be automatically lifted.
This system aims to improve payment discipline for waste services. Sanitation service companies will be responsible for accurate and fair billing. If services are not provided on time, no charges will be applied for those days.
The agency also reminded citizens that they can send proposals and complaints regarding waste management and service quality to the short number 1205, 24/7. This allows the public not only to report issues but also to monitor service quality.
