Admission plan for bachelor's and master's students approved by presidential decree

One of the most significant reforms in higher education has taken place — a presidential decree titled “On approving the parameters of the state order for admission to state higher education institutions” has been signed, reported Huquqiy axborot.

Based on this document, from the 2025–2026 academic year, the state admission parameters to state universities for the next four years have been clearly defined. In turn, this will provide thousands of young people the opportunity to study under a government grant.

Notably, the decree outlines exact numbers for full-time bachelor's and master's education:

For bachelor's level:

• 2025–2026: up to 35,500 students;
  
• 2026–2027: 36,023 students;
  
• 2027–2028: 36,460 students;
  
• 2028–2029: 36,761 students.
  

For master's level:

• 2025–2026: up to 9,922 students;
  
• 2026–2027: 10,191 students;
  
• 2027–2028: 10,477 students;
  
• 2028–2029: 10,784 students.
  

This applies not only to state universities, but also to foreign universities operating in the country, their branches, and private higher education institutions. In particular:

• 1,320 government grants will be distributed among foreign and non-state universities;
  
• 30 separate government grants will be allocated for young compatriots living abroad who wish to study in their homeland;
  
• 4,000 special grants will be directed to women in cooperation with the Committee on Family and Women’s Affairs.
  

All of these proposals will be submitted to the State Commission by the Ministry of Higher Education, Science, and Innovation.

In short, in the coming years, the opportunities for young people to obtain higher education will become even broader. The gradual increase in government grants is recognized as an important step in ensuring equal access to education.
