New minimum rent payment procedure established

Starting from January 1, 2025, the minimum rent payment rate for individuals and legal entities renting residential and non-residential premises in Uzbekistan has been clearly established. This procedure is reflected in the approved law on the state budget for 2025.
These rules introduced by the government are aimed at making the current tax burden more transparent, strengthening official lease relations, and correctly forming state revenues. Now both entrepreneurs and ordinary citizens are required to formalize lease agreements in accordance with these established minimum rates.
In particular, the minimum monthly rent rate per 1 square meter for renting residential premises, depending on the location, has been established as follows:
• In Tashkent city - 28,000 soums;
• In Nukus city and all regional centers - 13,500 soums;
• In all other settlements - 5,500 soums.
The minimum monthly rental rate for non-residential premises (i.e., those used for production, commercial, or service purposes) has also been established:
• In Tashkent city — 45,000 soums;
• In Nukus city and all regional centers — 26,500 soums;
• In other regions — 11,000 soums.
These procedures not only ensure transparency in rental relations, but also serve to ensure a stable source of revenue for the state budget. They also play an important role in strengthening legal relations between tenants and property owners.
According to experts, this rate is set based on the real economic conditions in the rental market in the regions, taking into account the location, demand, and level of infrastructure.
In this regard, all individuals and legal entities providing rental services will be required to formalize their activities at a rate not lower than this established minimum rate starting in 2025.
